We measure disc thickness and run-out, replace discs and pads as a set, clean the hub faces, check the caliper slides, then bed the brakes in and road test.
When the discs are worn below their minimum thickness, badly scored, or warped enough to make the steering wheel shudder under braking, pads alone will not fix it. Fitting new pads to worn discs wastes the pads and leaves the shudder exactly where it was.
Discs and pads are replaced as a set for a reason: new pads need a flat, true surface to bed into. A pulsing pedal or a shudder through the steering at highway speeds is almost always disc related, and no amount of pad replacement will cure it.
We measure disc thickness against the manufacturer minimum rather than judging by eye, so you are not replacing discs that still have life in them. Hub faces are cleaned before the new discs go on, because rust there causes run-out and brings the shudder straight back.
Fitting new pads to worn discs wastes the pads and leaves the problem where it was. A shudder through the steering is the disc, not the pad.
